| what is the best epoxy for this applycation?

I am looking for a non conductive, two part epoxy that will stick well to both wood and metal. Something that you can poor into a mold, and when it is fully cured it will be hard as a rock, and be able to stand up to the outside elements for years. once cured, hopefully not flamable. What should I choose? and, where would be the best place to get it?
