| Water Seepage From Areas Surrounding Pipes Going Through Basement Walls

From what I read it says to seal any of these gaps around the pipes with silicone caulks. My question is: Do I use water plug before the silicone or after the silicone? Right now it looks like the gaps around the pipes are filled with black apoxy. One has a pvc sleeve around wires and I removed all old apoxy because it was loose. To fill that opening around the wires and pvc pipe, what should I use? Is pack and seal a good solution? I would like to overkill this situation so I never have to dig it up again, so should I use tar after silicone caulking or not use tar at all? Should I use water plug at all because there are not big holes and it would only be a thin coat so would it be worth it? What is the best silicone caulk to use, should it be a masonry silicone? For backfilling, should I put insulation board? What thickness should I use? Any feedback is greatly appreciated.
